SPEECH Stassen Looks to Victory in Mapping Convention Keynote Address. WASHINGTON, April 29. (P)- A Republican keynote address apso proving many Deal objectives, but urging substantial changes in the relief, and other programs was predicted by Republican leaders after a series of conferences today with Governor Harold E. Stassen of Minnesota, who will deliver the speech. As a preliminary to the drafting of his oration, the youthful state head conferred successively with house and senate Republican leaders, including several presidential candidates, and reported that he found them largely in agreement on essential issues--although there was some conflicting advice.

It was said authoritatively that the speech would recommend a two-price farm program (one price for farm products consumed domestically and another for those sold abroad) and would call for local administration of relief with federal aid, a reduction in governmental expenditures and modifications of the Wagner act and the wage-hour law. It was also said there would be an emphatic pronouncement against involvement in war. "Labels" Too Broad. Stassen, after his conferences, was asked if his address would be "liberal" in tone and that meaning of the liberal replied, and conservative vary so much" that he did not like to use them as "labels." He added: "I do believe our program should be constructive and forward-looking." Senator McNary, the minority floor leader, was with Stassen as the latter talked with newsmen, and he interjected. "From what I have heard of the outline, I can tell la you it will be a constructive and able speech." Presidential candidates, potential declared, with whom Stassen talked included Senators Taft (Ohio), Vandenberg (Mich.) and McNary and Representative Martin of Massachusetts, the house minority leader.

The young Minnesotan was highly optimistic as to Republican prospects in the coming campaign, predicting his party would sweep the middlewest and defeat President Roosevelt there, if the chief executive should be a candidate for a third term. (P)- The house roads committee approved today legislation to authorize a $476,000,000 federal highway program for the 1942-1943 fiscal years and make available to states long-term loans from the Reconstruction Finance corporation for rights of way.

(AP) -Five carloads of pigs ran wild in southwest Baltimore today aftfreight train wreck liberated them.
